Forgejo's action mirror does not carry action-setup-vim or stylua-action. Shell steps work on both Forgejo and GitHub. Also adds workflow_dispatch.

Forgejo is the home of this repo now. The workflows move to the folder Forgejo reads first, and every line that named the old folder is updated. Issue and pull request templates stay in .github, which Forgejo also reads.
