Describe the bug

when specifying a db connection with a '~~' in it (as in the example), '~~' is not replaced with the users home directory

Steps To Reproduce

run `paso db add "~/.paso/tasks.db" --name=local --l
see the error

Acceptanced Criteria

'~' should expand to the users home directory

Potential cause
