Adds .forgejo/workflows/ci.yml so CI runs on Forgejo. Jobs: stylua, debug-check, tests, docs. Also adds a manual trigger.

Self-contained copy of the plugin CI for Forgejo. The GitHub workflow calls a shared workflow by its GitHub address, which Forgejo cannot resolve.

Forgejo is the home of this repo now. The workflows move to the folder Forgejo reads first, and every line that named the old folder is updated. Issue and pull request templates stay in .github, which Forgejo also reads.
