The runner image published itself after #116 merged, but fork PRs cant pull it until the package settings are done. Dont wanna take care of it now, making an issue so it doesnt get lost.

Describe the solution you'd like

Knock out steps 2-3 in docs/CI_SETUP.md:

package -> visibility public + confirm actions access is just this repo
repo settings -> actions -> approval for all outside collaborators, default token read-only

Describe alternatives/other solutions you've considered

Leave it private -- fork PRs still pass, they just build the image at the old speed.

Additional context

None of this affects my own PRs, only forks and future workflows.
