Adds .forgejo/workflows/nvim-plugins-ci.yml. Plugins call it from their own .forgejo/workflows/ci.yml. The GitHub copy is untouched.

ci: add the Forgejo copy of the Neovim plugin workflow 86280eabf2

Same inputs and jobs as the GitHub copy. StyLua and the docs commit are shell steps, the neovim action is named by its full address, and there is no release job.

ci: move workflows to .forgejo/workflows 592da1774b

Forgejo is the home of this repo now. The workflows move to the folder Forgejo reads first, and every line that named the old folder is updated. Issue and pull request templates stay in .github, which Forgejo also reads.
